Finance Manager
Position Summary:
The Finance Manager is directly responsible for the secure and efficient management of Chinook Village’s(Housing & Care Societies) operating and capital finances. The Finance Manager is responsible for the preparation, administrator and monitoring of the operating and capital budgets, monthly accounting, financial planning and reporting. As part of the management team, the individual will provide leadership by providing timely financial information necessary for sound corporate and operation decision making and play a key role in long-term strategic decision-making processes that affect the organization’s profitability. The Finance Manager ensures operational efficiency through change and automation. The Finance Manager shall ensure all legal and regulatory compliance for Chinook Village account and financier reporting functions.
This position currently manages and oversees payroll, employment records, WCB, RRSP program, EAP (Employee Assistance Program) and the Employee Health and Life Benefits program.

Requirements:
· Education in a recognized bookkeeping or accounting program (CGA, CMA, CPA or CA an asset).
· Minimum of 2 years’ experience in Financial Management.
· Minimum of 5 years’ working experience in accounting.
· Strong knowledge of Generally Accepted Accounting Principles (GAAP).
· Strong knowledge of Payroll.
· Ability to work as a member of a multidisciplinary team.
· Demonstrated interpersonal skills that promote mutually beneficial, respectful and professional relationships.
· Ability to write concise reports to various audiences.
· Ability to adapt and learn new software. Working knowledge of SAGE 300 an asset.

Job Duties:
· Performs and supervises all financial accounting, payroll, reporting, internal controls, budgeting and other financial matters.
· Ensures that all month-end financial accounting duties and all resulting financial reporting are completed in a timely and accurate manner.
· Coordinates all activities within the Finance Department including accounts payable, accounts receivable, general accounting, payroll, special projects accounting, financial planning and reporting.
· Reviews, develops, recommends and maintains employee policies pertaining to payroll, compensation, HR, WCB and Benefits.
· Reviews and develops accounting policies and procedures relevant to accounting, budgeting, forecasting and project tracking.
· Prepares federal and provincial financial reports.
· Attends scheduled departmental meetings, finance committee meetings and all board meetings.
· Performs all duties and responsibilities in accordance with Generally Accepted Accounting Principles.
· Hires, trains, and evaluates performance of Finance personnel.
· Develops journal entries for new fiscal year budgets.
· Monitors accounts receivable including the coding andprocessing of invoices.
· Monitors accounts payable to ensure that purchases and expenditures are within budget and in accordance with Chinook Village policies.
· Supervises and assists in the reconciliation of banking statements and preparing bank deposits.
· Manages Chinook Village cash flow to meet all financial obligations.
· Ensures secure and efficient cash handling procedures.
· Supervises and assists in the development and maintenance of accounting files and records.
· Records all business transactions, processes accruals and adjustments, reconciles accounts and preparing monthly accounting statements.
· Prepares and executes all payroll activities.
· Prepares a variety of payroll related documents (retirement plan transfers, payroll register, stop payments, worker’s compensation checks, etc.) for the purpose of documenting activities and issues; meeting compliance requirements and providing audit references.
· Maintains a wide variety of payroll information, files and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance.
· In conjunction with the Managing Director and department managers, prepares annual operating and capital budget for Board approval.
· Manages budgets of all programs and provides the departmental managers with regular reports.
· Develops and implements a fixed asset inventory control system.
· Investigates variances in budgets, reporting, internal controls and general account’ deploy measures to resolve variances.
· Provides financial statements on a regular schedule and as required (e.g. Finance Committee, Board, etc.).
· Provides support in the development of business proposals, grant applications, etc.
· Keep abreast of federal, provincial and municipal developments, laws and policies that may affect the financial operations of the organization.
· Completes year-end adjustments.
· Prepares for and participates in annual audit, supervisory meetings and annul staff performance evaluations.
· Assists in the completion of departmental program evaluations.
· Assesses and administers accounting and payroll computer programs and ensures that the needs of Chinook Village are being met.
